Investigation and enforcement teams are mainly trained staff that gather data in order to identify problems in their area and find solutions to deal with them. Some public administration bodies, for instance Islington Council (Borough of London), states the significance of having investigation and enforcement teams in-house which are formed by highly trained staff that can tackle graffiti problems in their areas.
