Targeted enforcement occurs when government officials such as police officers, prosecutors, or regulators exercise enforcement in order to punish a person who has violated the law. Clarke (1997) highlights the need to focus on the solution of the problem in the configuration of the crime itself. He describes approaches that rely solely on trying to control crime, fail in reducing crime. Moreover, it increases the security sensitivity of the population, and leads to increased surveillance and social control.
