Graffiti and environment standards occur by using indicators to evaluate local environmental quality. A case study from Brent London UK (NMSC, 2011) reveals the significance of acknowledging the two sides of enforcement – prevention and activity support (facilitation). This study shows that on average the number of sites failing the BV1991 graffiti standards (a national indicator to evaluate local environmental quality) and  enforcement activities that follows.
